  • The release of the final Contract Year (CY) 2027 model materials—including the Annual Notice of Change (ANOC), Evidence of Coverage (EOC), Low-Income Subsidy (LIS) Rider, Part D Explanation of Benefits (EOB), formularies, transition notice, provider directory, and pharmacy directory—is expected in approximately May 2026 (exact date TBD), consistent with historical CMS model-material release timing.


  • May 29, 2026 - the anticipated release date for the HPMS Marketing Module update that will open the submission window for Plans and Part D sponsors to submit Contract Year (CY) 2027 marketing materials.


  • CY 2027 Formulary Submission Module release - CMS confirmed that the HPMS Formulary Submission Module for CY 2027 opens in May 2026, which is one of the earliest marketing-adjacent readiness triggers.
