Julie Billman

Julie has extensive healthcare experience in operations, compliance, and overall Medicare P&L ownership and has worked in Medicare Advantage (MA) for almost 30 years at health plans and consulting firms providing expertise to health plans and their vendor partners.  Her focus is efficient and member focused operations, program compliance, and overall program strategy and oversight.

Julie’s experiences range from leading health plans through their launch into MA products to leading existing plans to be more compliant, productive, and profitable.  Julie serves as a subject matter expert for MAPD, EGWP, and DSNP products, providing the continuous process and improvement and adaptation critical to serving members well and maintaining a high-quality, sellable product in the ever-changing MA landscape.  Her operational expertise includes Enrollment and Membership Management, Customer Service, Grievances, CTMs, Complaints trending and mitigation, and staff training with a focus on front line staff understanding the program and how their work impacts the members and product.  She is also a subject matter expert in Compliance monitoring and auditing, material management, new product launch and expansions, bid development and submission, program strategy, and Stars with a focus on operations and member experience.

In her career, Julie has worked at multiple health plans, most recently as the VP of Medicare Products at CareFirst BlueCross BlueShield where she launched CareFirst’s Individual and EGWP MAPD products.  She worked at Gorman Health Group for 8 years in a Senior Consulting role for both operations and compliance as the SVP of Operational Performance.  She also worked in a Director role at Capital Blue Cross and served in multiple management positions at Coventry Health Care.  Julie holds a bachelor’s degree in health services administration.
