Melissa Bailey

Melissa Bailey is a seasoned senior healthcare strategy and compliance consultant with 20 years of experience leading large-scale transformation, compliance, and regulatory alignment initiatives across Medicare, Medicaid, Dual-Eligible, and commercial health plan operations.

Working for one of the largest managed care organizations in the country, she led initiatives that drove enterprise-level compliance transformation and operational optimization. She has successfully guided the development of new D-SNP programs, managed cross-functional implementation teams, and secured CMS and NCQA approvals for SNP Models of Care. Her efforts result in streamlined compliance infrastructure, proactive risk mitigation, and enhanced audit performance.

Earlier in her career, Melissa worked in healthcare technology, where she oversaw multi-phase consulting engagements for health plan startups and transformation projects.  She built customer service and appeals operations from the ground up and led insourcing initiatives that reduced dependency on vendors while improving oversight and accountability. Her strategic insights have directly supported organizational growth and compliance maturity.
