Devon has worked for over 20 years in the development of healthcare operational and analytical solutions to improve cost and care outcomes in commercial payer and government healthcare programs. Devon is an expert in Medicare Part D, including Prescription Drug Event (PDE) data; formulary management and development; coverage determinations, appeals, and grievances; current market prescription drug products; Part C and D program requirements and prospective payment policies, including bid, manufacturer rebate, Inflation Reduction Act, annual reconciliation, and risk corridor/risk sharing; pharmacy point-of-sale processes; and pharmacy benefits management operations.
Devon’s previous experience includes collaboratively supporting the CMS Office of Financial Management (OFM) as the Program Director for a team that annually measured improper payments in the Part D program. She spent ten years supporting the Medicare Oversight and Enforcement Group (MOEG) through her work on Part C and Part D program oversight activities. She also supported the Center for Consumer Information and Insurance Oversight (CCIIO) as part of the Healthcare.gov Marketplace team in overseeing the development of framework for site visits related to state-based health care exchanges. Prior to her fifteen years in consulting, Devon was a project manager for a large pharmacy benefits management company where she was responsible for coordinating and securing implementation of all pharmacy utilization management activities related to state and federal mandates. Prior to her corporate career she worked in a variety of pharmacy care settings including hospital, retail, and mail order pharmacies.
Devon received her MBA and B.A. Biology from Metropolitan State University in St. Paul, Minnesota.
